If you are already in the UAE
Applicants completing an in-country status change need to evidence their current position as well:
- Your current visa page, whether that is a tourist visa, visit visa, or an existing residency being cancelled.
- Your most recent entry stamp, or the electronic equivalent.
- A visa cancellation certificate, if you are moving off an employer-sponsored visa.
That last one matters more than it looks. You cannot hold two sponsorships at once, so a previous residency has to be formally cancelled before a new one is issued. If you are leaving a job, the cancellation is the gating item for your whole timeline, and it sits with your former employer rather than with you.
If you are applying from abroad
From outside the country the core set is usually all that is required to begin, with the entry permit issued once the licence is in place. Two practical points:
- Do not book flights until the entry permit is confirmed. Approval timelines are reliable but not guaranteed, and a changeable ticket is cheaper than a wasted one.
- Plan to stay available for about a week after arrival. The medical and biometrics appointments are in person and are the last two gates.
The extras some activities require
Most freelance activities need nothing beyond the core set. Some do. The requirement is driven by the activity rather than the free zone, and it is worth surfacing early because attestation is the slowest thing in this entire process.
- A CV or portfolio, for media, design, and consulting activities in the Dubai clusters.
- A degree certificate, for education, training, and certain technical or advisory activities.
- Attestation of that certificate by the issuing country and the UAE mission there, where the activity is regulated.
- A no-objection certificate from a current sponsor, in the specific case where you are adding a freelance permit while remaining employed.
Prepare these before you apply
- Check your passport expiry date. If it is inside seven months, renew before starting.
- Get a proper passport photograph taken, digitally, and keep the file.
- Write down the ten activities you want, in priority order.
- Decide your business name and a second choice, in case the first is unavailable.
- If you are employed, ask your HR team what the cancellation timeline looks like.
